Are employers required to offer these higher limits?

  The Secure 2.0 Roth provision is optional for employers:

• For employers with 25 or fewer employees, increased limits may apply.

• For 26–100 employees, you must formally opt in and increase your contribution match to allow higher employee deferrals.
